Many of these crops not only tolerate frosts, they can taste better after a frost – carrots store quite well over the winter in the garden and can get sweeter from the cold!
You can also grow herbs such as
Cilantro,
Parsley, and perennial

Oregano over the fall, winter and early spring months.
Cilantro, a favorite addition to salsas, grows best for us here in the West during the cool months of fall and early spring. We like to sow seeds now in large pots and they will sprout in their own time over the winter and really grow well in the early spring months. Much better than in the summer, when it tends to bloom and go to seed.
Additionally, you can build cold frames, or small hoop houses over your garden beds and/or use frost fabric or greenhouse film to help keep your cool weather veggies warmer and growing faster during the coldest months. While growth usually slow down greatly during the shortest days of December and January, they will start growing like crazy come February thru May, providing lots of early harvests.
